CTG systematically planned new concepts for water governance during the “14th Five-Year Plan” period and proposed the “Smart Urban Water Manager” model focusing on pipeline networks. According to the general concept of implementing a pattern comprising “projects to be piloted and projects to be planned and promoted in the whole reaches of the Yangtze River”, over 10 research reports have been prepared and formed. Furthermore, the top-level design of the “water manager” model has been scientifically formulated.
