“I take this opportunity to respond to media reports of speculation of dam safety issues at Three Gorges Dam based on inconclusive satellite imagery. In my nearly forty years as a professional civil engineer for dams, I have worked on more than 100 projects for design and construction of new and refurbishment of existing dams. I feel that safety of our critical dam infrastructure around the world is the highest priority of a dam engineer, and as ICOLD President, I continue to work towards improving dam safety for all countries. I take dam safety as a moral imperative for all dam engineers. With this imperative, I feel compelled to say that dam safety is a serious topic for all people, especially dam engineers. This is especially true in China where I have known many colleagues and attended many conferences during my five technical visits since 2011. In my professional career, I followed closely the design and construction of the iconic Three Gorges Dam, I can tell you that I have the greatest confidence that the Three Gorges Dam is one of the highest quality, best designed and constructed dams in the world. I have seen first-hand the diligence of Chinese engineers to maintain the highest degree of safety of dams in China, including a personal visit to Three Gorges Dam in 2012. I have been witness to the tremendous care and diligence evident for quality and safety in the Chinese profession of dam engineering. My observation is that safety is taken very seriously in China, so I remain confident that the Three Gorges Dam is well maintained and monitored for safety.In summary, I remain confident that there is no serious issue at the Three Gorges Dam based on my understanding of the quality design and construction of the dam, as well as trust and confidence that I place in China’s professional dam engineers, whom I believe are some of the best and brightest engineers in the world. I trust that this unfounded rumor of safety issues at Three Gorges Dam will fade and I wish you continued success in the safe design, construction and operation of China’s critical infrastructure dam and hydroelectric projects.”
