　　Who first conceived the idea of constructing the Three Gorges Project?

　　Mr. Sun Yat-sen, a pioneer of Chinese democratic revolution, was the first man who conceived the idea of constructing the Three Gorges Project.

　　In 1919, Sun Yat-sen issued in English The International Development of China–A Project to Assist the Readjustment of Post-Bellum Industries (short as The International Development of China), an article in which he conceived an idea of constructing a gate dam, improving navigation, and developing hydropower at the Three Gorges section. This is the earliest record in China on the conception of constructing the Three Gorges Project. Later, this article was translated into Chinese and renamed as Constructive Scheme for China, and it is the earliest Chinese literature on the construction of the Three Gorges Project in China.

　　The great conception proposed by Sun Yat-sen on developing the Three Gorges water resources and revitalizing Chinese industries, has been motivating numerous people with noble aspirations to devote themselves to the rise and prosperity of China. Now 10 decades has passed, the Three Gorges Dam is standing in China, making the great wish of Sun Yat-sen come true.

　　是谁最早提出兴建三峡工程的设想？

　　“巴东三峡巫峡长，猿鸣三声泪沾裳。”滩险流急的三峡自古便是长江天险，不时泛滥的洪水更是让沿岸地区深受其害。在长江上兴修化害为利的水利工程，是沿江人民世世代代的美好愿望。

　　兴建三峡工程的设想，最早是由孙中山先生提出来的。

　　1919 年，孙中山先生发表了著名的《建国方略》，在其中倡导兴建三峡闸坝等水利工程，这是我国最早提出三峡工程设想的文献。

　　“自宜昌而上，入峡行，约一百英里而达四川之低地，即地学家所谓红盆地也。此宜昌以上迄于江源一部分河流，两岸岩石束江，使窄且深，平均深有六寻，最深有至三十寻者，急流与滩石，沿流皆是。

　　改良此上游一段，当以水闸堰其水，使舟得溯流以行，而又可资其水力。其滩石应行爆开除去，于是水深十尺之航路，下起汉口，上达重庆，可得而致。”

　　1924 年，孙中山先生在演讲中再次谈到了开发三峡水力资源，坚信三峡工程一旦建成将给整个国家带来巨大的利益。

　　1944 年 5 月，美国的著名坝工专家萨凡奇应邀来到中国勘察西南地区的水力资源。在进行了细致的实地考察之后，萨凡奇先生于 1944 年 10 月形成了《扬子江三峡计划初步报告》，这就是在国际上轰动一时的“萨凡奇计划”。“萨凡奇计划”是第一个比较具体的三峡工程计划。
